Ronald Phillips serves as Chief Compliance and Security Officer at Texas Tech. He is responsible for assisting and advising the president and university community, coordinating institutional compliance activities, oversight of campus security and emergency management activities and coordinating the President's Government and Public Service Internship Program.

Phillips received a bachelor's degree in agricultural economics and a second bachelor's degree in financial planning from Texas Tech. He went on to earn a Doctor of Jurisprudence from the Texas Tech School of Law. He was selected to participate in the Institute for Higher Education at the Harvard Graduate School for Education. He began working at Texas Tech in 1991 and has held various positions during his tenure at Texas Tech. Phillips also serves as an adjunct professor in the College of Agricultural Sciences and Natural Resources as well as the College of Arts and Sciences.
