The university’s fully online, self-paced school has hired Robert Bayard to lead the district going forward.
Texas Tech K-12, part of Texas Tech University Online, has hired Robert Bayard for its superintendent position. He assumed the post July 7.
Bayard brings substantial experience to the role, having served 24 years in public education before starting a successful education consulting business in 2023. His roles in public education have included time spent as dean of instruction and deputy superintendent as well as chief technology officer and executive director of assessment and evaluation at Clear Creek Independent School District near Houston.
“After stepping away from my previous role in public education, I was fortunate to continue supporting schools and communities through consulting and volunteer efforts, focusing on program evaluation, curriculum improvement and school transformation,” Bayard said. “Yet, my passion has always remained with the students, educators and families who make public education so meaningful.
“I knew if I were to fully return, it would need to be with a district that embodies my commitment to innovation, excellence and individuality. I have found that connection with Texas Tech K-12—a special-purpose, public school district dedicated to meeting the unique needs of students, especially those whose needs may not be met in a traditional setting. I am truly honored to join Texas Tech K-12 and look forward to collaborating with staff, parents and school partners to ensure success for every student.”

Bayard brings expertise in data analytics, helping districts turn complex information into clear, actionable steps. He led Clear Creek ISD’s 1-to-1 laptop rollout, oversaw major infrastructure upgrades and co-developed a community-based accountability system now used by other Texas districts. Known for inclusive leadership, he empowers teams to embrace new tools and adapt to change with self-assurance.
Brian Still, vice provost for Texas Tech Online, is certain Bayard will guide the online district to new heights.
“I am confident, based on his prior work, that Dr. Bayard will employ an innovative, data-driven approach to improve K-12’s rating, lead ongoing efforts to revamp the curriculum, foster strong connections with our university, and build strategies and ultimately solutions that maximize the potential of current and new partnerships, here at home in Texas, as well as internationally,” Still said.
Still also expressed gratitude for both the hiring committee and Principal Cari Moye, who stepped into the role of acting superintendent and provided effective leadership for the school.
Bayard earned his Doctor of Education in Educational Leadership and a Master of Science in Education Management from the University of Houston-Clear Lake. He earned his bachelor’s degree in mathematics from the University of Texas at Austin.
