In response to the question about percentages of universities w/ WAC
programs:  

Unless someone has done recent research that directly answers this
question, the best resource might be the membership directory of the
National Network of Writing Across the Curriculum Programs.  This wouldn't
give a percentage, but it is a list of hundreds of colleges,
universities, and secondary schools across the United States (probably
elsewhere too) that have WAC in some form.  By scanning list entries, you
can see how long WAC has been in effect at each institution and what kinds
of materials are available about each proram (which won't directly assist
you on this project -- there wouldn't be time to review all of this by
Wednesday).  

Chris Thaiss at George Mason University has produced and updated the
directory most years, and I think he's still at it (although he is now
chair of the English Department there, I believe, so I'm not sure how
involved he is in WAC at the moment). Barbara Walvoord, Lex Runciman, Sue
McLeod, and several others have been on the national board, and they would
be sources of information too.  But, for your purposes, membership
directory information might be most useful.  I don't have contact
information for Chris, but I'm sure you can track down phone and e-mail
addresses for him at George Mason in Fairfax, Virginia.
