peer review site

A while back somebody posted on this list the address of a website 
having to do with peer review.  The address given was 
	http://199.233.193.1/cybereng/peer.html
I believe that it was a work-in-progress.  Nothing on the site 
indicated whose work it was, and I don't remember who posted the 
address.  Anyway, I really liked the site, used it with my own 
students, and referred colleagues to it.  Now I can't access the site 
any more.  It just won't appear.  Is the creator out there?  Does 
anybody know where this site went?
