Online Writing Consulting

I am researching the possibility of implementing an online writing
center for students who are unable to make it to campus and utilize the
writing center (for instance, virtual college students).  I am hoping
that some of you have had to do this yourselves and would be willing to
perhaps give me some feedback.

What is involved in setting up such a service?
What is the best platform/software to use? (How do students turn in
papers, and how are they responded to?)
What are some of the difficulties in communication between the author
and the responder?
What are some compliments/complaints about the service that you've
received?
Do you have your own server, or do you use another department's server?
How much, if any, training did your writing assistants/tutors need
(aside from their normal training) to feel comfortable and competent?

These are just a few of the questions that I have.  Please feel free to
add any other comments that you may find useful and/or interesting.
