I'm pretty sure it is.  Both my and Locke's dissertation are available
online in .pdf, and they both have internal links.  You can also create
external links.

Btw, the dissertations are at http://labyrinth.daedalus.com/dissertations/
if you'd like to take a look.  Locke did all the work putting the
dissertations and Language Learning Online (which is at
http://labyrinth.daedalus.com/llo).
