With neither-nor or either-or, always let the verb be controlled by the
subject closer to it.  So it's "Neither children nor adults think. . .."

Where it really matter is where one subject is singular and one is plural.
So "Neither the adult nor the children think . . ." BUT "Neither the 
children nor the adult thinks. . .."
