It sounds like the first step you need to take is to discover just how much
out-of-center tutoring is occurring, which of your tutors is doing it, and
during what time (10 p.m.-midnight, 2-5 a.m., etc.). Once you have that
info, you might consider formalizing the informal situation instead of trying
to force it to conform to center's hours. In other words, if you have
documented dead-times in the center that are pretty consistent (e.g., in our
center,Wednesday mornings are our lightest time). If you usually have say 2
tutors in during your documented dead times, assign one of them to do tutoring
during the hot hours in a dorm. But be sure the tutor(s) follow the same
procedure that the center does--have the students fill out forms (or whatever
it is that your center does) so you can document and prove the center's value.
