One great resource is a publication called _Rising Voices: A Guide to 
Young Writers' Resources_, which has six sections:

Reference Materials & National Resource Centers
Summer Residential Writing Programs, COnferences and Camps
Regional Writing Resources
Magazines That Publish Work By Young Authors
National Contests & Awards
Suggested Reading

It's not 100% comprehensive (what is?), but I've found it useful.
