Sorry to be coming in late on this, but I'm just returning from 
Spring Break (and preparing to leave for CCCC!).  At Fairfield 
University in Fairfield, CT (just up I-95 from you) we pay our 
undergraduate tutors $8/hour.  I am currently considering raising 
that slightly for the more experienced tutors, so that there will be 
a step system (which is, I suppose, another discussion with its own 
merits/demerits). Our professional, non-specialist tutors (those with 
MAs) receive $15/hr, which is low, I think.  Our professional tutor 
hired to work particularly with ESL students (though this person ends 
up doing much more than that) is paid $25/hour.  Tutors work a 
minimum of 5 and a maximum of 10 hours per week.

I think you're right to raise this as an issue, particularly in this 
area.  The cost of living is too high and the opportunities for 
employment outside academia (particularly in the city) are too great 
to attract good people at lower wages than this.  Though I did notice 
this morning that regular unleaded gas has plummeted to a mere 
$1.29/gallon.  What a bargain.
