Mickey,

Do you have a tv station or radio station?  Perhaps, if so, you could
publicize services and workshops via air waves?  I also get in contact with
our campus newspaper, and they do at least one article a quarter; they also
run free public service announcements for workshops and special services in
the WC.
We do those types of advertisements because all these media publicize our
messages free.
