Re:OWL Website Costs

Dear Website creators, administrators:

I'm doing volunteer work for the National Runaway Switchboard, an
organization that fields calls from teen runaways needing services to those
just needing someone to talk to.  Right now they are creating a website and
I thought it would be consistent with their mission if teenagers could
e-mail into the website and then get e-mail responses (or something to this
effect), and thought of the OWL as model.  If we write a grant for this,
how much does it cost to set up an OWL type site?  Is it any different than
setting up a regular website?

Any ball park figure would be really helpful.
