When I had a tenure-track position for doing essentially the same thing you
describe, 50% of my position was defined as administrative (writing center and
WAC), 25% teaching, and 25% research.  My current position is 75%
administration (writing center, WAC, and some support for our campus CTE).

50% is minimum for what you are being asked to do.

Your questions about how to start must be answered in the context of your
institution.  I'd highly recommend that you hook up with something like a CTE
(center for teaching excellence) if your campus has one.  Also, you need a
faculty advisory group of some kind.  That's where I'd start if you don't have
one.  Where is the WAC initiative coming from?  Whatever office is taking the
initiave, you should try to get some support from it--if nothing else,
secretarial support.
