James,  the best thing to arouse interest, I think from my situation 
at a two-year, nonresidential community college, with a student 
population of 2,000 to 3,000, is free food.
Streaking might also work.
intramural athletics is popular.
Every week or two our student government has some kind of occasion in 
the student center, free subs, free chinese, free mexican, free pizza-
-and that's a good start.  
MasterCard sponsors a talent show, which is well attended here and 
fun.
