letters of Rec



I didn't hear the news report, but the discussion is becoming
very interesting very fast.

My question is: dies this tie in with the problem of open vs.
confidential letters?  For instance, say I couldn't write a great
letter, so took the tack just mentioned of saying yes, so and so
worked here, and performed such and such duties, without adding 
much in the way of real or positive evaluation.  Then, I gave it to
the requester, saying this would be the letter I could write, and it 
would be up to him or her to decide to use it.  Am I sue-able then?

Over the past few years, I have requester letters from people, who
were happy to oblige, but who, as it turned out had a policy:" they
seal and send the letter as waived, then always give the requester
a copy.
