hm,
i don't know, mike.   does "giving the benefit of the doubt" have any
constitutional status?  Those earlier accusations might not have proved
substantial enough (in the judgment of those former school officials at that
time) for any official action.   Is everything we do, 24 hours a day, on the
books?   Or is there any place for the "off-the-record" oral reprimand, e.g.
"we did not have this conversation, but if you ever do X again and somebody
makes a substantiatable claim, your immediate resignation will be have to be
on my desk forthwith.  You got that, bucko?"
