Neal,
East Central University (Oklahoma) is a 4-year state college with just over
4,000 head count undergraduates (but the FTE is down around 3200 I believe).  

The Writing Center is open 70 hours a week, staffed entirely with undergraduate
peer tutors for 190 working hours.  We do not make appointments, are walk-in
only.  We conduct about 1800 tuoring sessions per semester.  In addition, we
supervise a 24 terminal computer lab which averages about 800 sign-ins a week,
so we help people with word processing, e-mail, internet, etc. when we aren't
tutoring.

Nine years ago (when I came here) we were open 30 hours a week with 60 worker
hours, no computer lab, and we conducted about 300 sessions a semester.  You
might point that out to your administration: numbers take time to build.
