We don't yet have Internet in our English computer labs, but there are
other labs on campus where students can surf the net. Students do not
have to register to use Netscape or the INternet, but they are asked to
sign in on a log book. 

There have already been a few problems with students (and I suspect a
couple of faculty/staff) logging onto the porno sites. When users are
found viewing and/or downloading objectionable materials, their Internet
privileges are revoked for one month (permanently for repeat offenses).

I'm not sure how they monitor or exclude those banned, but this is
medium-sized institution; it wouldn't be too hard to just keep an eye
out for exiles.
