Or is Dilbert an example of how centralized and hierarchical power
structures *thwart* TQM while simultaneously mouthing its principles?

hate to keep pounding on this point, but if TQM keeps getting conflated
with the ill-conceived efforts to implement it, it's comparable to saying
Jesus was a prophet of murder because so many wars have been fought in the
name of Christianity.

Would all ye TQM-bashers wanna go down that road?
