You all seem to be assuming a model for TQM that really puts more power 
in the hands of the faculty.  But a TQM model can also make it appear 
as if power is in the hands of the faculty (or students) when it really 
isn't.  

All the committees in the world can make all kinds of decisions, but 
unless those decisions are acted on by those who really wield power, 
the whole effect is less than meaningless.  It is demoralizing.
