Ack!!  You're forcing me out of my lurkdom.

I do vaguely remember hearing about a TQM in Higher Ed listserv but that's 
about it.  I guess I can't help on this one.

Seriously, I've always wondered why faculty have been so reticent to accept
TQM models.  TQM is a management model which places decision making in the 
hands of those who are closest to where the decision will have the most impact.

Of course, if you really use a TQM model, you can't take cheap shots at admins.
