Susan, hi.  I'd recommend starting with the Winter 1995 volume of 
_Computers and Writing_. (vol. 13).  It's all about online writing 
centers and includes everything from administrative nuts and bolts to 
more philosophical, conceptual material.  And you can trust what's in it, 
because the articles are written by writing center people, including some 
of the people on this list.
