I think the ultimate responsibility of the tutor is to the student--
that this is the responsibility that the university has given the 
tutor in hiring her.  So the tutor must tell the student that the 
student is evidently plagiarizing, but not the instructor 
necessarily.  Most students reason that if a tutor recognizes 
plagiarism in the paper, the instructor surely will.
