Untrainable?

If, as Sarah says, inadequate interpersonal skills and/or inability to 
relinquish control in conferences means some people hired as tutors just 
aren't cut out for tutoring--
If, as Joan says, such folks are not unteachable but untrainable--
And if, as Russ says via Eric, "real ... consequences" are needed to 
provide sufficient motivation--
Then how do you set up your program to handle fairly the occasional 
worker who, considering the resources at hand, seems to be untrainable?
