I'm looking for help here before I begin a formal literature search.  Thanks in 
advance for any help rendered.

Background:
At Pikes Peak Coomunity College, we have traditionally offered separate tutoring
for so-called developmental level writers and transfer level writers.  Separate	
in this case means two different staffs (all faculty, no peer writing 
assistance), two different writing "LAB" locations, different resources...I
hope you see the pattern here.

Some of us are pushing to install a unified and comprehensive writing center
which will serve our writers throughout the disciplines (after all, our students
come from all walks of life and are headed in countless directions 50% academic
and 50% other).  We have met with increasing resistance to the notion of 
"offering writing assistance to all writers under the same metaphorical as well 
as physical roof," and I've accepted some responsibility to track down 
scholarship, research, testimony, opinion, and whatever other data there may be
regarding the following, hopefully coherently articulated, questions:

*  Why shouldn't writing centers offer separate writing assistance/tutoring for 
developmental level and transfer level writers?

*  Why should writing centers offer separate writing assistance?
