Graduate student pay

I didn't read all of the recent thread on tutor pay, so if my question is a
duplication, please bear with me.

I have actually two questions: (a) Should graduate tutors be paid the same as
undergraduate tutors? (b) Why or why not?

For many years I've been paying graduate tutors a dollar more than
undergraduates, but lately I've begun to examine the assumptions behind that
-- and not coming up with anything. Are graduate students better qualified?
What makes them so? Should the fact that they have a degree count for
anything? Do they need the money more?

If anyone has any insights about this matter, I'd sure appreciate it.
