Noel A. Sloan is the Vice President for Administration and Finance and Chief Financial Officer at Texas Tech University. Formerly the university’s managing director of Financial Services and Tax, Sloan assumed her current duties in January 2014, following four months as the interim CFO.
In addition to managing the university’s $783 million operating budget, Sloan oversees the university’s expansive and comprehensive plan and manages the 1,500-employee Administration and Finance Division. Under her purview are the areas of Operations, Financial and Managerial Reporting, Financial Planning and Analysis, Budget Planning and Financial Services, Sponsored Programs Accounting and Reporting, Student Business Services, Accounts Receivable, Procurement Services, Administration and Finance Information Systems Management, United Spirit Arena, University Identification, University Parking Services, University Student Housing, Hospitality Services, Bob Ewalt Student Recreation Center, Student Health Services, and the Student Union Building.
Sloan arrived at Texas Tech in 2006 and has held positions as Tax Director, Interim Managing Director for Student Business Services, and Managing Director for Financial Services and Tax. She also has served as an Adjunct Faculty member in the Rawls College of Business.
A native of Slinger, Wis., Sloan received her Bachelor in Business Administration in Accounting and a Juris Doctorate from Baylor University. Prior to arriving at Texas Tech, she practiced law at the Congdon, Ward and Walden law firm in Waukesha, Wis., focusing on corporate, tax, real estate, estate planning, and bankruptcy; served as a tax manager in the Private Client Services area of Arthur Anderson; and, practiced law in the area of estate planning at the Michael Best & Friedrich law firm in Milwaukee, Wis.
Sloan is a member of the State Bar of Wisconsin and also a Certified Public Accountant in the State of Wisconsin and the State of Texas. She is a member of the National Association of College and University Business Officers, Southern Association of College and University Business Officers, and currently serves as Treasurer of the Texas Association of College and University Business Officers.
